Healthcare collapse looms as 53 doctors resign in West Herzegovina Canton

The healthcare system in West Herzegovina Canton (WHC) faces potential collapse following the collective resignation of 53 medical professionals on Friday. The move, orchestrated by the Professional Union of Doctors of Medicine and Dentistry of WHC, follows a breakdown in negotiations with the cantonal government over working conditions and professional dignity.

Frano Musa, President of the Union, confirmed that the resignations represent over 50 percent of the cantonal medical workforce, with an additional 20 percent prepared to follow suit. Musa noted that while a notice period will be served out of responsibility to patients, the loss of 53 doctors effectively renders the local healthcare system non-existent.
A dispute over "dignity" and 15,000 Bosnian marks
The Federation of BiH Union of Professional Doctors and Dentists has backed the move, highlighting a minimal financial gap between the parties. Union President Marina Berberovic stated that the dispute centers on a discrepancy of only three percent, or approximately 10,000 Bosnian marks (approximately €5,113) to 15,000 marks (approximately €7,669) per month.
Berberovic criticized the government for risking the healthcare of the region over such figures, especially given that the WHC Health Insurance Fund has reported revenues in the millions. She warned that should these doctors leave, they would be easily recruited elsewhere in the Federation, leaving WHC with no viable replacements.
Government maintains "maximum" offer
Despite the threat of a total system failure, WHC Prime Minister Predrag Covic defended the government's position during a press conference. He described a proposed 27 percent salary increase as a "fair and correct" offer that represents the administration's financial limit.
"I believe that within our capabilities, we have offered the maximum at this moment," Covic stated, adding that the government would not sign any agreement it could not realistically implement.
Key Points of the Crisis:
- Personnel Loss: 53 doctors have resigned; 70 percent of the total workforce was prepared to do so.
- The Deadlock: Negotiations failed over a 3 percent difference in demands.
- Notice Period: Doctors will serve a seven-day notice period, providing a narrow window for a resolution.
- Professional Impact: Union leadership emphasized that young doctors are leaving due to "humiliation" rather than purely financial motives.
The Union has expressed gratitude to health officials for "opening the door to the world," suggesting that many of the resigning doctors are now seeking employment in more supportive environments abroad.
